Minimum Wage in Norway: Who is Covered?

Norway does not have a statutory minimum wage that applies to all employees. In certain industries, parts of collective agreements are 'allmenngjort' (made generally applicable). This means the minimum requirements apply to anyone performing work within that area, even if the business is not bound by a collective agreement.

Which Industries Have a Minimum Wage?

Arbeidstilsynet (the Norwegian Labour Inspection Authority) publishes an updated overview of industries and rates. The schemes include, among others, parts of the building and construction industry, electrical work, cleaning, accommodation/food service/catering, transport, agriculture, and certain maritime industries. The scope can be detailed, so businesses must check which regulation and type of work apply.

The Rate Depends on More Than Age

Minimum rates can vary with skilled worker status, experience, age, job tasks, and working hours arrangements. Some regulations also include rules on allowances, travel, board, lodging, or workwear. A single hourly rate is therefore not always sufficient to verify salary conditions.

Collective Agreement and Employment Contract

Outside of generally applicable areas, wages are normally agreed upon between the parties or follow a collective agreement. The employment contract must state the agreed wage and relevant allowances. A collective agreement can provide better conditions than a 'allmenngjort' (generally applicable) minimum rate.

Employer's Verification

Document the industry, workplace, position, competence, and basis for the rate. Update the payroll system when new rates come into force. Hiring in and subcontractors can trigger specific verification and information duties.
